According to the International Crisis Group, every half hour a person is killed in Venezuela. The South American nation is not in the midst of a drug war as Mexico or engaged in insurgency combat aim at fighting foreign power as in the Middle East. President Hugo Chávez government have implemented helpful programs called ‘Misiones’ that provide the poor with access to health, transportation, among other services to improve the quality of life, yet the government have done remarkable little to stop the widespread and exponentially escalating problem of violence. At least 19500 Venezuelans were slain in 2011. While the violence on the streets did not begin with President Hugo Chávez, his government has to account for its ambiguity towards armed groups, its policy to arm civilians “in defense of the revolution”, its inability to tackle corruption in parts of security forces and the president’s own confrontational rhetoric.
